Neutrals are selected based on their experience, qualifications, willingness to be part of an innovative ADR process, and completion of a certification assessment, including a background check. The Neutral-Directed ADR Staff will work with parties to identify an appropriate Neutral to handle each dispute.

Judith Meyer, Esquire has exclusively served as a neutral for thirty years. She is a Distinguished Neutral in the International Academy of Mediators where she served on the Board. She taught mediation and arbitration at Cornell Law School, her alma mater, for fourteen years. She won the Pennsylvania Bar Association Sir Francis Drake Award for Excellence in Mediation. She has mediated more than 1200 cases involving the insurance, re-insurance, pharmaceutical, construction, franchise, financial and medical services industries, personal injury, products liability, and medical and legal malpractice cases.

Michael H. Cohen is an arbitrator and mediator with more than 35 years of experience in corporate, commercial, and healthcare law. He practiced corporate law at Davis Polk & Wardwell and clerked for Chief Judge Thomas P. Griesa in the U.S. District Court for the Southern District of New York, then founded and led Cohen Healthcare Law Group from 1999 through July 2026, a national firm that advised more than 2,000 clients. Along the way he authored six books and numerous articles, trained as a writer at the Iowa Writers' Workshop, and served on the faculty of Harvard Medical School and the Harvard T.H. Chan School of Public Health. As a neutral, Michael has completed arbitration and mediation training, including the American Arbitration Association's Arbitration Fundamentals and Best Practices and the Straus Institute for Dispute Resolution at Pepperdine, and serves on the panels of the American Arbitration Association, WIPO's Arbitration and Mediation Center, the American Health Lawyers Association Dispute Resolution Service, and National Arbitration and Mediation. His neutral practice covers a broad range of civil and commercial disputes, including contract, business, corporate, mergers and acquisitions, securities, and intellectual property, with particular depth in healthcare and life sciences.

Michael D. Miscoe is a qualified mediator and arbitrator through the American Health Lawyers Association, with nearly 30 years of experience in healthcare coding and more than 25 years as a forensic coding and compliance expert. He holds a JD from Concord Law School and a variety of coding, compliance and auditing credentials. As founding partner of Miscoe Health Law, LLC, his practice concentrates on representing healthcare providers and resolving post-payment disputes with commercial and government payers, including Medicare. He has substantial expertise and involvement in a wide variety of healthcare-related issues focused on coding, documentation, and compliance issues on behalf of both providers and payers. He also has substantial expertise resolving provider work RVU compensation and usual, customary, and reasonable (UCR) fee cases. Mr. Miscoe is also a qualified IDR arbitrator.

Phil Kauffman brings more than thirty years of legal experience to his neutral practice. He served over 20 years in the U.S. Air Force, primarily as a Judge Advocate, personally prosecuting 15 criminal cases and supervising counsel on many others, and advising military commanders on disciplinary and operational matters. He then served 14 years as an Administrative Patent Judge at the U.S. Patent and Trademark Office, issuing more than 1,000 decisions on three-judge panels covering both ex parte appeals and America Invents Act proceedings. He also ran the training program for judges and clerks for over 15 years. He holds a JD from The Ohio State University, an MS in Military Art and Science from Air University (Distinguished Graduate), and a BS in Mechanical Engineering, Aerospace Structures track, from the U.S. Air Force Academy. Phil is a FINRA Arbitrator, a TDI-registered Property Insurance Umpire, and a Texas All Lines Adjuster. He founded Sage Mediation and Arbitration, LLC, a veteran-owned firm, to put his adjudicative and advisory experience to work resolving disputes.
